Harrison HMP Draft 11-14-2025

What it is. The 2025 draft of Harrison County’s countywide, multi-jurisdictional, multi-hazard mitigation plan, written by GHRPC in its partnership with Missouri SEMA. GHRPC’s Hazard Mitigation page lists Harrison as “2025 draft”.

Why it matters. FEMA requires every county to have an adopted All-Hazards Mitigation Plan to be eligible for federal hazard mitigation funds.

How it was built. Three public planning meetings at the fire station in Bethany in July, August and September 2025, each with a Zoom session. See the dates.

Emergency planning

Flood plain permits

GHRPC serves as the flood plain administrator for Caldwell, Carroll, Grundy and Harrison Counties. Federal, state and local regulations require a flood development permit any time dirt is moved inside the regulated flood plain. Flood plain maps are at the FEMA Map Service Center.

Our proposal

One template, eleven counties

This page is not written by hand. On the live site, staff tag each document, meeting and event with the counties it concerns, and every county page assembles itself from those records: plans, dated items in order, contacts and board seats. Add the next Harrison County meeting once, and it appears on the meetings page, on the calendar and here.

This concept builds one county page to show the pattern. The other ten follow the same template; each county on the region map says so.
