Data sheet · Hazard mitigation
FEMA defines hazard mitigation as “any sustained action taken to reduce or eliminate the long-term risk to human life and property from hazards.” A county needs an adopted All-Hazards Mitigation Plan to be eligible for federal hazard mitigation funds. Missouri SEMA partners with the regional planning commissions to write them, and GHRPC writes them for these eleven counties.

Map, legend and county detail
Each county is filled by its status on GHRPC’s Hazard Mitigation page and labeled in words. The legend counts are our tally of that list.
Status from GHRPC’s Hazard Mitigation page, as captured 22 Sept 2026. County boundaries: U.S. Census Bureau (TIGERweb, 2026), drawn in the page from GeoJSON. On the live site, GHRPC’s own ArcGIS Pro exports are drawn the same way. No embedded map service.

What it is. The current draft of the Sullivan County multi-jurisdictional, multi-hazard mitigation plan, prepared by GHRPC in its partnership with Missouri SEMA and posted for review.
Why it matters. FEMA requires an adopted All-Hazards Mitigation Plan for a county to be eligible for federal hazard mitigation funds. The Disaster Mitigation Act of 2000 made plans a condition of those grants.
Also on file. The 2021 Sullivan County Hazard Mitigation Plan has its own page on ghrpc.org.
On the live site the file is attached to this page, under its summary, instead of sitting behind a bare link: the pattern GHRPC asked for. In this concept the buttons open the original ghrpc.org posts.
